Trump is pushing for a new peace plan for Ukraine. Here’s what’s involved – nationally

US President Donald Trump’s Draft Replay ending Russia’s war in Ukraine was unveiled in Kyiv.
Washington and Moscow are working together on the draft, and it offers the most favorable words to Russia by calling on Ukraine to reduce territory, avoid joining NATO and more. The Associated Press received a copy of the draft proposal on Thursday.
Here is Trump’s proposal, verbatim:
1. The sovereignty of Ukraine will be guaranteed.
2. A comprehensive non-violation agreement will be concluded between Russia, Ukraine and Europe. All wishes of the past 30 years will be considered resolved.
3. It is expected that Russia will not attack neighboring countries and NATO did not expand further.
4. The dialogue will be held between Russia and NATO, controlled by the United States, to solve all the security issues and create the conditions for global escalation to ensure global security and increase opportunities for cooperation.
5. Ukraine will receive credible security guarantees.
6. The size of the armed forces of Ukraine will be limited to 600,000 personnel.
7. Ukraine agrees to enshrine in its Constitution that it will not join NATO, and NATO agrees to include in its provisions a provision that Ukraine will not be allowed in the future.
8. NATO agrees not to send troops to Ukraine.
9. Fighter jets in Europe will be stationed in Poland.
10. US Guarantee:
- The US will receive compensation for the guarantee;
- If Ukraine attacks Russia, it will lose the guarantee;
- If Russia attacks Ukraine, in addition to the prescribed military response, everything will be reversed, the recognition of the new territory and all other benefits of this agreement will be canceled;
- If Ukraine launches a missile at Moscow or St. Petersburg without reason, the security guarantee will be considered invalid.
11. Ukraine is ready for EU membership and will receive special preferential access to the European market while this issue is considered.

12. A powerful global package of measures to rebuild Ukraine, including but not limited to:
- The creation of Ukraine’s development fund is to invest in fast-growing industries, including technology, data centers, and artificial intelligence.
- The United States will cooperate with Ukraine in rehabilitating, developing, optimizing, and operating Ukraine’s natural gas infrastructure, including pipelines and storage facilities.
- Joint efforts to rehabilitate war-affected areas for restoration, reconstruction and reconstruction of areas and settlements.
- Infrastructure development.
- Extraction of minerals and natural resources.
- The World Bank will develop a special financial package to accelerate these efforts.
13. Russia will be reintegrated into the global economy:
- Nominations will be discussed and agreed upon on a case by case basis.
- The United States will enter into a long-term economic cooperation agreement in the areas of energy, natural resources, infrastructure, data projects, rate projects in the world extracting metal from the Arctic, and other beneficial job opportunities.
- Russia will be invited to join the G8.
14. Cold funds will be used as follows:
- 100 billion Russian dollars will be invested in USED-LED’s efforts to build and invest in Ukraine;
- The US will receive 50% of the profits from this project. Europe will add $100 billion to increase the amount of investment available for the reconstruction of Ukraine. Frozen European funds will be inappropriate. The rest of the frozen Russian funds will be invested in a separate US-Russian Investment vehicle that will run joint projects in certain areas. This fund will be aimed at strengthening relations and expanding common interests to create a strong incentive not to return to conflict.
15. A US-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this Agreement.
16. Russia will outlaw its policy of non-residential rights in all of Europe and Ukraine.
17. The United States and Russia will agree to extend the validity of the treaties on the non-proliferation and control of nuclear weapons, including the beginning of sei.
18. Ukraine agrees to be a non-nuclear state under the nuclear non-proliferation treaty.
19. The Zaporizhia Power Percer Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine – 50:50.
20. Both countries are adopting educational programs in schools and in the Organization that aim to promote understanding and tolerance of different cultures and eliminate racism and discrimination:
- Ukraine will adopt EU rules on religious tolerance and protection of minorities.
- Both countries will agree to end all forms of discrimination and guarantee Ukrainian media and Russian educational rights.
- All Nazi ideas and activities must be rejected and forbidden.
21. Places:
- Crimea, Luhansk and Donetsk will be recognized as de facto Russian, including the United States.
- Kherson and Zaporizhzhia will be frozen in the line of communication, which will mean de facto recognition on the side of the contact.
- Russia will relinquish some of the agreed areas it controls except the five regions.
- Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal area will be considered a neutral, internationally recognized territory of the Russian Federation. Russian forces will not enter this abandoned area.
22. After agreeing to future local arrangements, both the Russian Federation and Ukraine are not making these arrangements forcefully. Any security guarantees will not apply in the event of a breach of this undertaking.
23. Russia will not protect Ukraine from using the Dnieper river for commercial activities, and agreements will be reached on free Black Sea navigation.
24. A human committee will be established to resolve outstanding issues:
- All remaining prisoners and corpses will be changed to ‘has everything’.
- All arrested residents and hostages will be returned, including children.
- A family analysis program will be used.
- Steps will be taken to alleviate the suffering of the victims of the conflict.
25. Ukraine will hold elections in 100 days.
26. All parties involved in this conflict will receive a full pardon for their actions during the war and agree not to make claims or entertain any complaints in the future.
27. This Agreement shall be legally binding. Its implementation will be monitored and confirmed by the Peace Council, chaired by President Donald J. Trump. Organizations will be placed in violation of the law.
28. When all parties agree to this agreement, the fire will come into effect immediately after both parties return the points of agreement and the implementation of the agreement will begin.
