The International Court of Justice said on Wednesday that Israel must allow the United Nations Aid Agency in Gaza, known as URWA, to provide aid to people in the war-torn region.
The UN general assembly asked the court last year to provide an advisory opinion on Israel’s legal obligations after the country successfully prevented the UN agency, the main provider of aid in Gaza, from operating in the area.
Israel is “under an obligation to accept and facilitate the assistance measures provided by the United Nations and its organizations, including non-opening,” said Court President Yuji Iwasawa.
Israel has denied that it violated international law, saying the court proceedings are discriminatory, and there was no hearing in April. However, the state issued a 38-page court document in 38 court papers.
The advisory opinions carry legal weight and key experts say the case could have wide ramions for the UN and its missions around the world.
In a message to the Social Media Platform X, Israel’s ministry of Israel said that it categorically rejected the findings of the court and added that “Israel completely renounces its obligations under international law.”
Israel’s ambassador to the United Nations, Danny Danon, called the adviser “shame.”
“They accuse Israel of not working with the UN organs. … they should blame themselves. Those organs of theirs became the reasons for giving birth to terrorists. Take an example without reporting the time…” said Danon.
US Vice President JD Vence, meeting with Israeli Prime Minister Benjamin Netanyahu in Jerusalem, said he hopes that ‘in fact, to put an end to the fire that will build and in fact we can build a better future for the entire Middle East.’
The continuation of the case predicts the current weak agreement of Gaza Skomefire Consumer, which came into force on Oct. 10, and aims to end the two-year war in Palestine Elevave. The organization has faced heavy criticism from Israeli Prime Minister Benjamin Netanyahu and his far-right allies, who say the group is being deeply infiltrated by Hamas. UNRWA rejected that claim.
In March, Israel cut off all aid shipments for three months, leading to severe food shortages in Gaza. In the end, Israel allowed some aid, while moving forward with a highly criticized plan to stimulate the distribution of aid to the Gaza Huntutaritance Found, Effer, a group backed by the back.

Advisory opinions issued by the UN court are described as “non-binding” as no specific penalties are attached for ignoring them. However, the agreement that covers the safeguards that countries must provide to UN staff states that disputes must be resolved through an advisory opinion at the ICJ and that the opinion “shall be accepted as deciding parties.”
The UN general assembly requested the ICJ’s guidance in December 2024 on “Israel’s responsibilities … in relation to the presence and activities of the United Nations … To ensure the provision of the necessary materials that require the assistance of the Palestinian people.”
“We cannot allow states to pick and choose where the UN will do its work. This advisory opinion is a very important opportunity to emphasize that,” Mike Becker, expert on the International Lault Latrate at Trinity College Dublin, told participants before the April hearing.
The ICJ has issued other advisory opinions on Israel’s policies. Twenty years ago, the court ruled that the West’s barrier to divorce was “inconsistent with international law.” Israel liked those issues, and said they were motivated by politics.
In another advisory opinion last year, the Court stated that Israel’s presence in the Occupied Palestinian Territories is illegal and called for an end, and construction of settlements that will end immediately. The regime was renewed prompting recognition of the non-aggression pact of the Palestinian state. Israel condemned the decision, saying it failed to address the country’s security problems.

The ICJ advisory opinion is different from the ongoing process initiated by South Africa, accusing Israel of genocide in Gaza. Israel rejects South Africa’s claim and accuses it of providing political cover for Hamas.
The war in Gaza was sparked by a surprise attack by Hamas in southern Israel that left around 1,200 dead and 250 wounded. Israel’s retaliatory shelling of Palestinian territory has killed more than 68,000 people, according to Gaza’s health ministry.
The Department’s statistics are seen as highly reliable by UN agencies and independent experts. Israel has opposed them without providing much of them.
