The Ethics Commission also said that Ugarte’s income documents, known as Form 700s, failed to report clients who provided Ugarte & Associates.

Those clients were often outbid at the expense of local elected officials.

His company was paid $128,050 to help with the campaign of Congressman Jimmy Gomez (D-California). It was also paid $222,000 for choosing California to help with the reelection campaign for mitch O’Farrell among other clients.
