Sheikh Mohammed said that even the next phase should be “temporary” and that peace in the region could be achieved through the establishment of Israel and something that is opposed by the Israeli government and many Israelis.

“If we just solve what happened in Gaza, the tragedy that happened two years ago, it is not enough,” he said. “There is a root to this conflict. And this conflict is not limited to Gaza.”

Tamara Alrifai, Utanda’s director of external relations and communications, said her agency continues to provide humanitarian and educational services in Gaza. But he said UNRWA had been excluded from the US-led talks in the second phase of the ceasefire.

Alrifai said Unzala works as a de facto “public sector” in Gaza. And with 12,000 employees, he said it would be almost impossible for the international community to regain the agency’s network.

The US, which once donated to UNRWA, stopped funding the organization at the beginning of 2024. On Friday, the UN General Assembly renewed the mandate for 2029. But Alrifai said the cash crisis continues.

“The votes are big. The money is better,” said Alrifai.
