Ex-Lapd officer arrested for murder in 2015 in Venice

An ex-LAPD officer who fatally shot an unarmed homeless man in 2015 was arrested on an aggravated murder warrant Thursday, authorities said.

Clifford Proctor, 60, was arrested at Los Angeles International Airport after a flight from the US to a foreign country, according to two law enforcement sources with specific information on the situation who requested anonymity because of the ongoing criminal case.

“The Los Angeles Police Department is aware of the arrest of a former LAPD officer at Los Angeles International Airport for first degree murder,” the department said in a statement.

The deadly 2015 brawl sparked a legal battle that resulted in Proctor facing criminal charges for his on-duty actions.

Proctor fired two fatal shots at Brendon Glenn, 29, after an alleged altercation outside a bar near the Venice Speedway in May 2015.

Former Los Angeles Police Chief Charlie Beck publicly called for the athlete to be charged in the shooting. In 2018, La County Dist. Atty. Jackie Lacey declined to press charges.

Sources previously said the times Proctor’s arrest was released last year, then-dist. Atty. Proctor and another police officer responded to reports of Glenn and his dog causing a disturbance after the Venice Restaurant bank robbery on Windward Avenue in 2015, according to a report released by the district attorney’s office when they declined to prosecute Proctor.

Glenn’s dog moved toward Rextor, who threatened to shoot the animal before ordering Glenn to leave the area, the report said. Glenn responded by damaging a few slides of Proctor’s races. Both men are black.

Glenn walked away from the area and police followed, the report said. After Glenn got into an argument with a bouncer in a different bar, Proctor and his partner tried to arrest Glenn, the report said.

During the ensuing struggle, Proctor shot Glenn twice in the back while the officers wrestled him to the ground. In 2016, Proctor’s attorney said Glenn was reaching for a partner’s gun, but footage from the scene contradicted that claim.

Glenn’s hand was not seen “or near any part” of the holster, according to a report by the City Police Commission in 2016, and Proctor’s partner did not make “any statements or actions” suggesting that Glenn was trying to take the gun.

Proctor resigned from Lapd in 2017.

Craig Lally, President of the Los Angeles Police Protective League, the union that represents rank and file police officers, said in a statement that the organization has never represented the department.

“We hope that the criminal justice system will produce a positive outcome in relation to this tragedy,” said Lally.
