China’s systematic and organized campaign of technological and technological development poses an unprecedented threat to the security of the United States, I want a complete and urgent response. In many ways, this has been an unprecedented economic war waged by China against the US and the West more generally. If the US fails to recognize and address the magnitude of this threat, it risks regaining its leadership position in the technologies that will shape the future.
Beijing played on the naïveté of the leaders in Washington and Brussels, using their power – the liberal economic order and the world – in a way that is similar to its method until then. While direct conflict in the military sense is inevitable, this commercial war, one fought largely through unconventional means, will determine the outcome of any future military conflict between the United States and China.
The challenge of the US facing this threat is that its culturally organized intelligence, security and judicial methods are not suitable to fight this unique and modern threat.
