A Senate floor battle erupts over legislation that allows lawmakers to surprise the government

Senate Republicans and Democrats came under fire on Thursday, blocking effort after attempt to repeal, or modify, the controversial legislation that would allow senators hundreds of thousands of dollars in taxpayer money.
