Canney heads to the UAE hoping to sign an investment deal with the Gulf nation

Prime Minister Prime Minister Carney intends to sign a formal investment agreement with the United Arab Emirates during his visit there this week, a senior government official told CBC News.

“Someone is ready to go,” said the official, who was not authorized to speak publicly.

The official says there are hopes for further announcements of “next steps” in addition to the pending investment and safeguards agreement (FIPA).

FIPA lays the groundwork for Canada and other countries to implement each other’s investment laws, including a dispute resolution process, providing both parties with a predictable investment climate — something experts say is especially important in these uncertain times.

Carney is scheduled to meet with UAE President Sheikh Mohamed Bin Zaysed Al Nahyan on Thursday in Abu Dhabi over the Canada-UAE

“The UAE is one of the biggest investors out there. They have been using their wealth of discrimination to invest in many places around the world and there are great opportunities in Canada,” said the Director of Graduate Studies at the University of Ottawa.

In fact, Carney is scheduled to meet with the heads of that wealth fund during the trip, government officials said during a brief back-to-back briefing on Monday.

A senior government official said part of the Prime Minister’s speech to the UAE is to strengthen the image of Canada as a safe harbor for investment, and a country that will continue to play a role of communication between the European Union and Asia.

Relationship structure

Canney’s visit to the UAE comes after the country’s Prime Minister and Minister of Foreign Affairs, Sheikh Abdullah Bin Zaysed Al Nahyan, brought a delegation to Canada. The Cuban Chamber of Commerce also opened a special office in Toronto that month.

According to the Government of Canada, Canada-UAE Merchandise Trade is worth $2.6 billion in exports and $800 million in imports by 2024, which was the year the two countries marked 50 years of diplomatic relations.

But a senior government official said Canada doesn’t have the “luxury” of only selling and partnering with countries it agrees with.

Especially now, says the business hyer, arguing that the world has changed “fundamentally.”

He said Carney’s willingness to “reset” Canada’s relations with countries including India, China and the UAE is “about to get away.”

There are also others who believe that in these practical things, Canada can still send its goals and values, albeit quietly.

“There is no such thing as a perfect partner or meeting partner when Canada is going to do business,” said Daime Ayinger, a former trade and policy adviser to Prime Minister Justin Trudeau.
