Locals in San Francisco, California, have begun passing whistles to communicate and coordinate snow removal.
Activists and organizations began to distribute whistleblowers to local residents to coordinate the enforcement efforts of the Federal government, it was reported.
“Following the same Whistlow code, locals can communicate remotely: Short whistles signal that ICE is nearby, and when someone is bad it means someone is being arrested,” another person reported.
Framelodi, the non-profit behind San Francisco’s LGBTQ + Frameline Film Festival, has been keeping a whistle “in the city, where people can take free whistles and join the anti-ice efforts. The organization explained in a post on Instagram that it was inspired by the efforts in Chicago.

In an email to SFGate, Roxie Theater Manager GABRIELLALA SIATOn, one of the venue’s whistle-blowers, said the theater’s first supply of whistles was at the end of the day of arrival.
“Before this, I had never heard of the Whistle Code,” he wrote. “I didn’t know there was any social media sharing regarding the Icegents seen on the mission, but I appreciate how the whistle allows for a quick and timely response.”
This trend seems to have started with the anti-ice efforts of the Chicago area, where all the axemps are meeting and gathering whistles to release.
“The sound of the whistle tells immigrants and other vulnerable members of the community to flee while encouraging fellow neighbors to gather in the crowd and hold on to the scene,” California News fans said.
‘Invisible tricks’

It is reported that the same efforts were reported long before the outbreak of human migration in 2025, all the way back at least until the 1970s, where LGBTQ + groups were used to wake people up for alleged crimes.
“We’re inspired by the brave legacy of queer resistance — from San Francisco’s Butterfly Brigade blowing the whistle on Castro to defending another child to organizing a walkout in Chicago now,” Frameline senior director Allegra Madsen told SFGRATE.
